Project Objective
The project aimed to support, coordinate, and moderate working groups for the development of the “Master Plan 2030” for the town of Kamenz. The process was citizen-centered, involving residents of all ages to collaboratively shape the strategic direction of the city.
The master plan serves as a framework for strategic urban development until 2030, defining goals, action requirements, and concrete decisions for the city and its districts.

Working Groups: From January to March 2018, multiple sessions with citizens were conducted to discuss visions for Kamenz 2030, focusing on areas such as:

Location factors, including youth and socio-cultural infrastructure

Master Plan Draft:

The initial draft, consolidating the results of the working groups, was presented at the Master Plan Workshop on 5 May 2018 at the Stadtwerkstatt Kamenz (link).

From June to September, discussions continued, and the draft underwent multi-stage revisions in city council committees.

Final approval by the Kamenz city council was expected in September 2018.

Moderation and Visualization:

The moderator team, including Michael Preuß (City of Kamenz), Dipl.-Geograph Nico Neumann (DSK mbH & Co. KG), Prof. Dr. Katrin Pittius, Prof. Dr. Maik Arnold (FHD), and student assistant Julia Kleppsch, distilled the core visions and ideas into five thematic building blocks (“Leitbildbausteine”).

A “theme tree” visualized the connections between citizen inputs and strategic focuses, making the process transparent for all participants.

Preliminary Results

Key insights emerged regarding public transport improvements, not only connecting to Dresden and East Saxony but also to local districts.

There is a need for holistic urban planning, considering both city center development and residential areas such as Kamenz-Ost and new suburban housing.

The collaborative process emphasized citizen participation and provided a structured foundation for drafting the final master plan.
Next Steps: Completion of text formulations for the building blocks, editorial refinement, city council approval, and eventual publication of the Kamenz 2030 Master Plan.
