Project Background
KOMPAKT stands for “Kompetente Aktivierung von Teilnehmern” (“Competent Activation of Participants”) and offers activating measures for employment services and the vocational integration of employable benefit recipients within the Jobcenter Dresden area.
The program aims to increase participants’ employment opportunities and support sustainable integration into training and the labor market. It is structured in two successive modules, M1 and M2, supplemented by social-integrative approaches and socio-pedagogical and psychological support.
Key program elements include:
-
Introduction to the labor market
-
Placement in insured employment
-
Stabilization of employment entry (cf. §16 Abs. 1 SGB II in conjunction with §45 SGB III)
-
Individual interviews, potential analyses, and practical vocational field tests
Evaluation Approach
The evaluation of the KOMPAKT program combines quantitative and qualitative methods (Tashakkori & Teddlie, 2003) and focuses on participant perspectives across all participating consortium sites.
Theoretical frameworks guiding the evaluation include:
-
Self-efficacy theory (Bandura, 1997)
-
Model of psychological deprivation (Jahoda et al., 2015)
-
Learned helplessness theory (Seligman, 2016)
-
Transition market theory (Schmid, 1993)
The methodological approach follows the standards of the German Society for Evaluation (DeGeEval) and is aligned with Kirkpatrick’s impact model for measuring learning effects (1998).
